کمیسیون تطبیق حوالجات (حواله‌جات): شکل‌گیری و شکست (1293-1300ش)

هدف: شناسائی ضرورت تشکیل و عوامل ناکارآمدی کمیسیون تطبیق حوالجات به عنوان یکی از سازوکارهای نظارت بر مالیه کشور. روش/ رویکرد پژوهش: داده‌ها از اسناد وزارت امور اقتصادی و داراییِ موجود در آرشیو ملی ایران و مشروح مذاکرات مجلس شورای ملی گردآمده‌است. یافته‌ها و نتیجه‌گیری: فساد فراگیر در تشکیلات مالیه مجلس و دولت‌مردانِ پس‌از مشروطه به فکر ایجاد سازوکار نظارتی بر نظام مالی کشور بیفتند. کمیسیون تطبیق حواله‌جات در اواخر سال 1293ش پس‌از دو تجربۀ ناموفق دیوان محاسبات و کمیسیون نظارت و تفتیش مالیه، با هدف تطبیق حواله‌جات با بودجه و حسابرسی وزارت‌خانه‌ها و اداره‌های دولتی تشکیل شد. ازآنجاکه پیش‌از مشروطه نبود نظارت بر درآمدها و هزینه‌ها، حکومت قاجار را با بحران فراگیر مواجه کرده بود و باعث اتلاف بخش زیادی از منابع مالی شده بود، این کمیسیون با استقلال و اختیارات ویژه وظیفه داشت با نظارت و بررسی همه‌جانبه مانع از پرداخت خارج از بودجه و مصوبات دولت شود. اشغال بخش‌های مهمی از کشور توسط نیروهای نظامی روسیه، عثمانی، و بریتانیا در جنگ جهانی اول، جزئی‌نگری و نادیده گرفتن پرونده‌های کلان، بی‌توجهی دستگاه‌‌های دولتی، بی‌تناسبی کارها با توان اعضای کمیسیون باعث شکست کمیسیون در اجرای مأموریت و انحلال آن در 1300ش شد و کمیسیونِ مخارج جای آن را گرفت.
